It wasn't that Instagram's video feature offered more video time, 15 seconds vs Vine's 6 seconds. It was bacause Twitter couldn't just increase the video duration limit back in 2013 (when Instagram launched Videos feature). A company focused on keeping things short simply took too long to make the big decisions.In 2016, with Twitter sort of having put itself on the sale block, it was too late.
